Why Raquel didn't Improve her English...

She didn't practice with her neighbors and other native speaking people, and just studied in her room.

That's why she wouldn't improve her English even if she had been England for two years. She should learn English from other Englishmen and learn it through written materials as well. And most of all, she should be patient with herself.
