Using "to" after verb, before object

I would like to know why we, English speakers, use the word "to" after a verb such as: "Can you explain to me...?"

And not after other verbs such as: "He told me"
Yet in the sentence, "He spoke to me", it reappears again. What is happening here grammatically?
