Differences in meaning- ed vs ing

Is there a meaning difference between "relating to" and "related to". I do not feel any difference in them.

Also, can I also say "I am starved" in stead of starving without any meaning difference?

There is also a huge meaning difference between "I hope that VS. I wish that".?

I am sure that I can ask questions of you like this but I really hope to get answers from you or other ways to get answers.
