Choosing whether to use "fewer" or "less"

I hear both these words used and sometimes it just doesn't sound right to me. For example I think it sounds better to say: I have fewer dollars ..... instead of saying: I have less dollars ......

How does one decide when to use each? Are there any rules that I can use to help me?
